BNPCT Minutes 2015-11-5


Brentwood NPCT Minutes 2015-11-5 (6 to 7:30 pm)

In attendance: Travis Young, Pam Leighton-Burwell, Carol Alonzi,  David McGrath, Dale Henry, Nancy Bessent, Don Leighton-Burwell, and Greg Chico; New Members: John Halaburt, Barbara McArthur, and Mike Gorse. Absent: Laton Carr, Bill Morgan and Tom Ellerman.

Call to Order

Agenda:

- Proposed City Council Resolution affecting Contact Teams

   -- Unlike Neighborhood Associations, must represent Land/Home Owners (including absentee landlords), Renters, and Business Owners. BNPCT currently has no renters on team, but encourages their representation 

- BNCPT and BNA coordination

   -- These two groups work closely together (and share some members)

- BNPCT Outreach and proposed website

   -- John Halaburt will look into creating a blog/website (similar to BNA) for better (and cost-effective) outreach to potential members and community at large.

- CodeNext

   -- Of particular interest are how the City's proposed "Corridor Plans" will affect existing neighborhood plans (along with CodeNext). Encroachment into single family areas, traffic re-routed on residential streets, and density along corridors is of concern. Team wants to support traffic calming, sidewalks and speed mitigation on residential streets. In addition, overflow parking from businesses into residential areas is a problem and parking permits are both warranted and supported.

- Election of Officers

   -- Slate: Travis Young - Chair; David McGrath - Vice Chair; Laton Carr -  Secretary. Motion by Don LB, second by Dale Henry. Unanimously adopted.

 
- Other Business

   -- There were no change to land use cases brought forward in 2015

   -- Contact Team reworks our "top ten" priority list when requested by City as reflected in our plan. As items are enacted by the City, new items are brought forward to replace the ones that have been implemented. Most recent list is on our Yahoo E-Group (as needed for reference).

   -- Planning Comm Sub-Comm is working on correcting the "Garage Placement" ordinance adopted by BNPCT and many other contact teams. This should be resolved in early 2016.

   -- STR's (Short Term Rentals) are a problem in some neighborhoods due to noise, transient populations and loss of both affordable and permanent residential options. Team supports Council's efforts to correct the current problems. Our plan supports ADU's (Accessory Dwelling Units) for affordability and compact city goals, but does not want these to become Type 2 STR's (main unit = not owner occupied).
